Kathy Hughes


Kathy moved to Eastern Sussex from Annapolis, MD 7 years ago with her husband Ed and their 3 dogs. She has held a variety of positions in the technical areas of tax law, as part of the management team in the field, and in the National Office of Appeals and Office of Professional Responsibility. Directed the work of a Special Advisory Council to the IRS Commissioner consisting of tax attorneys, CPA's, Enrolled Agents and tax practitioner organizations. Her love of animals and volunteering at Safe Haven and DESPCA led her to the world of politics. Changing laws bettering the safety and humane treatment of animals has always been a high priority for her. Aside from serving as the President of Eastern Sussex Democrats, Kathy volunteers for the Community Resource Center, Food Basket, Delaware Humane Association, Soup Kitchen and serves as Vice Chair of English Cocker Spaniel Rescue. She is passionate about Social Justice .


Dave Baker

Vice President

Dave is married to Sandy with four sons and six grandchildren.  Sandy and Dave live in Milton where they raised their four sons.   Dave retired as Sussex County Administrator in 2012.  He also previously served as Sussex County Finance Director, and Director of the Accounting Department.  He has Bachelor Degrees from the University of Delaware and an MBA from Wilmington College.  He has been active in the community as a former Milton Little League coach, Odyssey of the Mind coach, Scout leader, and Cape Henlopen School Board member.  He currently is on the Board for Cheer and Primeros Pasos Early Learning Center, as well as on the RD 20 Democratic executive committee, the Delaware Water Infrastructure Advisory Council, Sussex County Pension Investment Committee, and Beebe Hospital Investment Committee.  Dave was the Democratic Party’s candidate for State Senator in the 6th District in 2018.


Delores Clark


Delores relocated to DE full-time in 2012 from White Plains, NY.  After settling in to her new state and neighborhood, she began investigating volunteer opportunities.  Her first stop was Georgetown SPCA (now Brandywine SPCA) where I met Eastern Sussex Dem’s President Kathy Hughes and Rehoboth Beach City Commissioner Dick Byrne.  That led to becoming involved in Sussex County politics by volunteering with Paulette Rappa's 2016 campaign and Brad Connor's 2018 campaign. Delores says “We are a RED county in a BLUE state.  There is an obvious need for more involvement from Democrats moving  to Sussex so hoping that Eastern Sussex Democrats can be the venue to accomplish that.” 


Russ Mojcher


Born and raised in Connecticut, Russ graduated from Boston College and later received Masters Degrees in both Counseling and Communications.  He served our country as a Medic for the 340th General Hospital, U.S. Army Reserves. During that time, he worked as a Vocational Guidance Counselor in a federally-funded job training program.  After that, he was a Disability Examiner for the state of Connecticut, determining eligibility for Social Security Disability benefits. He retired after working for the state for over 40 years.  He and his wife, Gail, moved to Delaware 5 years ago. Russell Has been a member of the Eastern Sussex Democrats for 4 years, and has been the Treasurer for 2 years.

Nancy Weller

Membership Chair

Nancy was raised just outside of Washington, D.C. where politics were a way of life. She has been a registered Democrat for as long as she can remember. In 1993 she and her husband Bill moved to the San Francisco Bay area. In 2009, Nancy and Bill bought their home in Lewes. In 2015 they became full time residents of Lewes so they could be closer to family.

Shortly thereafter, they joined the Eastern Sussex Democrats Club to be involved with like-minded people. Now on the east coast, she and her husband were excited to be able to participate in the historic 2017 Women’s March on the mall in Washington, D.C. 

Nancy has a business background and, in 2001, left the corporate world and founded Pawsitively Fabulous! LLC, a dog training and consulting company. She is an honor graduate of the prestigious San Francisco SPCA’s Academy for Dog Trainers. She spent over 15 years in Silicon Valley professionally training thousands of dogs and their owners. She founded Bay Area Dog Professionals and was also a charter member of the South Bay Trainers, for which she hosted monthly educational opportunities for trainers. She currently offers private training in South Coastal Delaware and teaches classes at Salisbury Maryland Kennel Club. Nancy and Bill share their lives with their two Bichon Frises and their current show dog, a little Löwchen girl who makes them laugh every day.


Don Allan


Don was born and raised in Delaware, and is a life long Democrat. He has lived in Milton since 2010 with his wife, Carrie, and his daughter, Josie. He previously resided in Lewes.

Don has worked in the construction industry since 2003, and has overseen many projects in Sussex County. He ran for State Representative in 2018 in the 36th District of Delaware. In addition to helping out Eastern Sussex Democrats, he serves as treasurer and social media specialist for We Are Sussex and is the vice chair of the 36th District Democratic Committee.

Don enjoys all things Philly sports, spending time chasing his daughter on our area’s fabulous beaches, and cooking.
