Kathy Hughes


Kathy moved to Eastern Sussex from Annapolis, MD 7 years ago with her husband Ed and their 3 dogs. She has held a variety of positions in the technical areas of tax law, as part of the management team in the field, and in the National Office of Appeals and Office of Professional Responsibility. Directed the work of a Special Advisory Council to the IRS Commissioner consisting of tax attorneys, CPA's, Enrolled Agents and tax practitioner organizations. Her love of animals and volunteering at Safe Haven and DESPCA led her to the world of politics. Changing laws bettering the safety and humane treatment of animals has always been a high priority for her. Aside from serving as the President of Eastern Sussex Democrats, Kathy volunteers for the Community Resource Center, Food Basket, Delaware Humane Association, Soup Kitchen and serves as Vice Chair of English Cocker Spaniel Rescue. She is passionate about Social Justice .


Dave Baker

Vice President

Dave is married to Sandy with four sons and six grandchildren.  Sandy and Dave live in Milton where they raised their four sons.   Dave retired as Sussex County Administrator in 2012.  He also previously served as Sussex County Finance Director, and Director of the Accounting Department.  He has Bachelor Degrees from the University of Delaware and an MBA from Wilmington College.  He has been active in the community as a former Milton Little League coach, Odyssey of the Mind coach, Scout leader, and Cape Henlopen School Board member.  He currently is on the Board for Cheer and Primeros Pasos Early Learning Center, as well as on the RD 20 Democratic executive committee, the Delaware Water Infrastructure Advisory Council, Sussex County Pension Investment Committee, and Beebe Hospital Investment Committee.  Dave was the Democratic Party’s candidate for State Senator in the 6th District in 2018.


Delores Clark


Delores relocated to DE full-time in 2012 from White Plains, NY.  After settling in to her new state and neighborhood, she began investigating volunteer opportunities.  Her first stop was Georgetown SPCA (now Brandywine SPCA) where I met Eastern Sussex Dem’s President Kathy Hughes and Rehoboth Beach City Commissioner Dick Byrne.  That led to becoming involved in Sussex County politics by volunteering with Paulette Rappa's 2016 campaign and Brad Connor's 2018 campaign. Delores says “We are a RED county in a BLUE state.  There is an obvious need for more involvement from Democrats moving  to Sussex so hoping that Eastern Sussex Democrats can be the venue to accomplish that.” 


Russ Mojcher


Born and raised in Connecticut, Russ graduated from Boston College and later received Masters Degrees in both Counseling and Communications.  He served our country as a Medic for the 340th General Hospital, U.S. Army Reserves. During that time, he worked as a Vocational Guidance Counselor in a federally-funded job training program.  After that, he was a Disability Examiner for the state of Connecticut, determining eligibility for Social Security Disability benefits. He retired after working for the state for over 40 years.  He and his wife, Gail, moved to Delaware 5 years ago. Russell Has been a member of the Eastern Sussex Democrats for 4 years, and has been the Treasurer for 2 years.
